It flirts, it teases. You can be romantic anywhere anytime. You can't do that with sex (at least and stay out of jail).

You can have romace without sex (fun)

You can also have sex without romance (not so fun) However, it is a well established fact that the happiest and healthiest couples strive to be romantic, and this typically leads to a more fulfilling sexual relationship.
